A. Background
AMIMA can fulfill its cyclone relief objectives in Myanmar through Professor Dr. U Hla Myint, Chairman of Myanmar Medical Council:
- Dr. U Hla Myint is revered and well respected among physicians and the public of Myanmar. He has already established outreaches in rural areas, networking of public health network in rural areas. He can reach various areas where foreigners are barred.
- Overseas Myanmar physicians with Myanmar passports can join and contribute to missions led by Professor Dr. U Hla Myint.
- As a local medical NGO, Myanmar Medical Council (MMC) has advantages in local cyclone relief work not shared by foreign NGOs. MMC has local medical experience, local medical personnel, local organization, close association with the people of Myanmar (sharing the same language and culture), and the ability to work unfettered from government restrictions placed upon foreign aid workers and organizations.
- AMIMA has worked with Professor Dr. U Hla Myint and MMC in past, eg., co-operating in support of Dengue Hemorrhagic Fever epidemic measures.
B. Acute phase (up to 3 months) Objectives
- To provide emergency requirements for water, food, medicine and public health measures to accessible areas. Measures include proper and adequate handling of human remains. The initial goal is to provide relief for up to 20,000 victims in designated areas. As the initial goal is met and as areas become assessable, our goals will increase accordingly in response to on-site control, as exercised by Professor Dr. U Hla Myint.
- Professor Dr. U Hla Myint’s team will complete a list of emergency needs and available resources to meet these needs. Consequently, he will be able to notify us of requirements as they arise.
- To cooperate with appropriate national and international agencies.
- To utilize resources to transport emergency goods received to areas designated by Professor Dr. U Hla Myint in cooperation with the government of Myanmar.
- To utilize resources to obtain approval for emergency relief expert personnel to arrive in Yangon and start a training program under the leadership of Professor Dr. U Hla Myint.
- Support Professor Dr. U Hla Myint’s establishment and maintenance of a cyclone relief organizational table that details: (1) supply, (2) personnel and (3) finances.
- Interface with this local organizational table providing international support.
- To support national and international organizations already looking after or those who plan to expand their present humanitarian efforts to include care of the cyclone orphans: this will be either direct donations or through a child sponsorship schemes. The emphasis of AMIMA's support would be towards providing education, health and a safe environment for the orphans. AMIMA will be considering supporting other projects addressing child protection in the future.

C. Intermediate Phase: Early Reconstruction (3-6 months) Objectives
- Continue efforts of Acute phase.
- Coordinate with Professor Dr. U Hla Myint and MMC senior personnel to develop planning of Intermediate Phase: Early Reconstruction. This involves setting of goals, manpower, supply and financial requirements.
- Assist in beginning implementation of Intermediate Phase plans.
- Our primary area of concern involves reconstructing medical facilities, covered latrines with proper drainage, sewage treatment and assisting in setting up sanitary drinking water (wells, water treatment plants etc).
- Collaborate with other NGOS to avoid overlapping, and to enhance efficient delivery of healthcare
- Evaluative programs to be built in- ie. to modify and feedback to the coordinating team
D. Chronic Phase (7-24 months) Objectives
- Complete reconstruction program (began in intermediate phase).
- Upon completion, MMC to review whether objectives above have been met and, if so, in a timely manner.
- Based upon #2 above, develop new Myanmar medical disaster plan (together with local stakeholders).
